The Policy Innovation Lab in the James Lee Sorenson Global Impact Investing Center at the University of Utah’s David Eccles School of Business announced a call for proposals from service providers to participate in the Social Innovation Fund’s national Pay for Success initiative.
The call for proposals is directed at service providers who are interested in obtaining technical assistance to prepare for performance-based contracts that demand evidence-based outcomes. This is an opportunity to prepare your organization for future Pay for Success participation and opportunities. The Lab is looking for applications from service providers who can serve in the following six jurisdictions and policy areas:
- Recidivism and homelessness in Boise, Idaho
- Early childhood education in Adams County School District 50, Colorado
- Homelessness and recidivism in Colorado
- Recidivism in Missoula, Montana
- Early childhood education in Las Vegas, Nevada
- Recidivism in Utah
Following review of the applications, the Policy Innovation Lab will select one to three service providers per government jurisdiction. The selected service providers will receive in-depth technical support worth between $50,000 and $250,000 to prepare them to compete for performance-based, outcome-driven contracts in order to implement Pay for Success projects in their jurisdiction. Service providers will play a crucial role in producing measurable and meaningful outcomes for individuals and communities in the Intermountain West.

Pay for Success is an opportunity for providers to develop and expand interventions that measurably improve the lives of individuals and families in their communities. The Policy Innovation Lab is eager to help motivated service providers make a greater impact through data-driven decision making,” said Executive Director Jeremy Keele.
In 2014, the Policy Innovation Lab received funding from the Corporation for National and Community Service’s Social Innovation Fund, the Laura and John Arnold Foundation, and James Lee Sorenson Foundation to help strengthen the pipeline of state and local governments and service providers prepared to implement Pay for Success projects across the country.
Selected service providers will receive a range of highly customized support services to prepare for performance-based contracting and future Pay for Success participation. These services include social impact analyses; development of data systems and evaluation metrics; evaluation design; support for scaling; business model analysis and financial sensitivity testing; and project cash-flow analysis.
